>> in the news this morning, july 30th, still in search of a compromise. republican-controlled house and democratic majority senate continue debt legislation talk as the country sits on the verge of a first-ever default. >> good morning. 58 downtown. clouds are moving in. across the bay sun coming up at 6:11. once again, we will see the afternoon clearing. >> thank you, lisa. good morning, everyone. thanks for joining us. i'm carolyn tyler. terry mcsweeney is off today. talks will continue on capitol hill this morning as congress tries to come up with a debt deal. yesterday, after a 24 hour delay and concessions to conservatives, the house narrowly approved a plan, only

to have it rejected within minutes by the senate. california senators boxer and feinstein joined all their democratic colleagues in voting against the house bill. now it's the democrats turn to put together a plan to keep the government from running out of money on tuesday. you are looking at the countdown. clock time is running out. three days, pitch teen hours, fifty eight minutes, forty-four seconds. >> speaker john boehner vehemently described what he sacrificed in order to produce a debt ceiling plan that he says will save the economy. >> i stuck my neck out a mile to try to get an agreement with the president of the united states, and it is time for the administration and time for our colleagues across the isle, put something on the table. tell us where you are! >> a short time later.

>> the bill is passed. >> boehner's bill passed along party lines. it raises the debt ceiling $900 billion for six months while cutting in government spending without increasing any taxes. it includes a constitutional amendment requiring a balanced budget. senate majority leader, harry reed, was stunned. >> they want a guarantee it's passed before they will allow an extension of the debt limit. how bizarre can anyone be? >> democrats vowed not to approve a short-term debt limit so they quickly voted down the plan. she said she doesn't want to fight another debt plan next year. >> look at the ellis -- hell we are going through right now. this bill tease that in a few months we have to go through the same hell. >> president obama said only compromise will help us avoid an economic catastrophe.

>> there are a lot of crises we can't predict or voice, hurricanes, earthquakes, tornadoes, terrorist attacks. this isn't one. those crises. >> yes, people can be critical of what we have done, but where are the other ideas? >> now it's senator harry reed's turn. he said he will introduce his $2 trillion debt limit. it's a plan the republicans in the house say they will reject. abc7 news. >> so what comes next? senate majority leader harry reed said he will bring up his measure for a vote tonight, 1:00 a.m. sunday eastern time. in an unusual move the house plans to move on the bill this morning even before the senate takes it up. it's all but certain to be rejected by the house so the real task remains. both parties must remain on a compromise that can pass the

house and the senate and get signed by the president before tuesday's deadline. the american economy is signaling real distress as all the chaos in washington continues. yesterday the dow was down for a sixth day in a row. it slid 581 points since last friday for the biggest weekly drop in a year. and the effects of not raising the debt ceiling would reach other areas of the economy. abc7's lisa amin guleziana, plains how americans, young and old, would feel the impact. >> just when it seemed americans were comfortable spending again, the debt limit crisis is creating tension just about everywhere. from wall street, where stocks are dropping. >> a lot of people are really pulling their money out of the stock market and parking it it in cash. >> to main street where interest rates for homes and cars are expected to rise. people are worried. >> anything that creates head winds for the housing market, which higher interest rates and

payments would do, is going to be making it more difficult for that housing recovery. >> if the debt ceiling isn't raised, rates for a 30-year fixed mortgage could go up half a percent, which means spending hundreds more on your mortgage every month. americans may also need more money forw3 education. college students wonder how this will impact student loans. >> it makes it harder to pull out a lone, it makes it more difficult to just get started with lives, i think. >> everyday life could also get pricier. according to karen osbourne, the crisis will lead to a further drop in value of the u.s. dollar. >> when you have a dollars like the u.s. dollars experienced recently, that means the price of imparts increases. >> as a result osbourne expects the price for goods specifically imported from china, like rice and spies, to go up. >> it has wide-ranging effects throughout the economy. it's very scary.

measured." over a four hour period the president lost nearly 37,000 followers. most said all the tweets were causing too much noise. >> there is other story this morning. oakland please tips will lead to the gunman who shot and killed a midnight missionary. the shots were fired from a van similar to this turquoise ford wind star, model 2001 or newer. this man, no one as brother john, was killed early wednesday morning on 7th avenue while feeding the homeless with his family. his bresnan wife and one of the two children with them was wounded there. is a $25,000 reward for information lead to go brother john's killer. the man ones called the primary suspect in the vicious beating of a giants fan wants the public to know what he went through. gee von any ramirez issued a statement through his attorney yesterday. >> he is stating that more than anything i'm upset not for

myself, but for the grief and embarrassment that my friends, family and loved ones have been put through. >> as you know, ramirez was arrested on suspicion of beating brian stow at dodger stadium back in march. he was never charged in that case but he's being held on a parole violation. ramirez was exonerated earlier this month. his attorneys are now asking for his release. >> the man who gained game after being fired at macy's santa clause died. he was found in his room at the residential hotel where he lived. police say his death was not suspicious. he was fired from his long time santa job at macy's union square complained after a adult who sat on his lap said he told a dirty joke. >> last year he worked from five in the morning all the way to

2:00 a.m. until the last one was brought out and delivered to the kid. it's a great loss and we are sad. >> lefty o'doul's was planning to bring him back this christmas. there is now, of course, a large void to fill. governor brown signed a bill yesterday moving the state assures -- presidential primary from february to june last year. california tried increase their political clout by moving the primary to super tuesday but by consolidating the regular and state-wide primaries is expect today save taxpayers about $100 million. coming up next, ten years after the 9/11 attacks. former president bush reveals exactly what he was thinking in the moments after learning that america was under attack. also, trapped by bees and how an attempt to move the how an attempt to move the insects backfired.

>> a fallen tribute to a fallen marin county deputy. hundreds turned out to honor jim mathiesen yesterday. >> we feel broke inside as a result of his passing. just i can't describe it. he was a wonderful human being. >> if you needed a fence built, he built it. if you needed your car washed, he would wash it. i mean, he was just -- efforts an absolute great all-around guy. >> mathiesen was killed about a week and a half ago trying to help the daughter of a friend. he was off-duty and unarmed when he was shot by 28-year-old

parolee thomas halloran. halloran had made threats against his former girlfriend and the deputy was trying to help. halloran was shot to death a few minutes later by his ex-girlfriend's brother. the families of two uc graduates imprisoned in iron for nearly two years are hoping their ordeal will finally end tomorrow. shane bauer and josh are due in sort sunday for iranians authorities say will be the last hearing in their he case. jane and josh are two innocent men, two passionate people. if it wasn't for them i wouldn't be standing here today and able to have the strength to go on. >> tomorrow's hearing comes two years to the day after their arrests along the iran-iraq border. in a rare interview, former

both animals appear healthy but they are concerned the wire may prevent them from eating. they have been able to capture either sea lion but will try again soon. a problem starting with bees when a beekeeper tried to remove about half a dozen beehives from a vacant home in fair oaks. but as george warren reports, that simply enraged the bees and they swarmed the entire neighborhood. >> neighbors down the street could watch the warm of bees from a safe distance and yours truly could watch from the safety of a car with the windows rolled up. >> it is a safety issue for our neighborhood. >> the couple with three children directly across the street trying to leave on vacation, well they felt like hostages to the honeybees. >> they are aggressive and they are angry and understandably so. >> meg said she's happy something is finally being done about this neighborhood new sense, but the timing could not have been worse. >> we tried to leave by getting

to the truck just by going out the backyard gate and then going to our truck and within that couple minutes of going from the backyard to the truck in our driveway my husband was stung ten to fifteen times and two of my sons were stung up to three times and they just attacked. and they followed us back into our house. we came back into our house and we killed seven bees inside our house because they followed us back in. we are currently literally trapped inside our house. >> then somebody suggested the family build a smoky fire in a bucket outside the front door. christopher helton carried the luggage out to the pickup truck waiting on the driveway. the couple bundled their three young children in protective clothing and one by one took them to safety. then one last thing, doused the fire, of course. the vacation had been saved. in fair oaks, george warren, abc seven news. >> makes me get all tingly.

we are looking for changessensly today if you are headed to the sierra nevada. today in san bonito county, thunderstorms. we are looking at partly cloudy skies in livermore and gusty winds by the delta. 61 in antioch, 62 in oakland. looking at 59 half moon bay, 58 san francisco. sun coming up at about 6:11 this morning. coastal fog moving inland and we will look for that fog to clear throughout the afternoon. so some sunshine and mild temperatures around the bay. but it's going to be inland where we see the warmer weather. and then high clouds will be heading in throughout the weekend, especially in the south bay and along the monterey coast. so here's a look at the temperature profile. you notice the fog right out into the east bay. by 10:00, 11:00, it does clear.

in fact we should see some sunshine at our beaches. but once again, just in our 60s there. some 70s around the bay and maybe 8s 0s in the inland valley. the west wind still with us. the sea breeze allowing for temperatures to stay pretty much a little bit below normal. so here's a look at some subtropical moisture that's rotating around. a big dominant area of high pressure in the nation's midsection. we are look at some clouds and instability as it heads up through southern california. today fur headed to the mountain, northern or southern sierra, we are looking at showers, chance of thunderstorms, even a flash flood watch from yosemite on south. as we head into sunday afternoon the focus shifts into southern monterey, san bonita county where we see the high clouds, mid-level clouds and possibility of a thunderstorm sliding up into the south bay. keep an eye on that. otherwise, the heat remains in the strand valley.

we are looking at muggy conditions throughout the southern sierra. 89 there. 105 in palm springs and the numbers in los angeles, 92 in sacramento. back home we see the upper 70s again in sunyvale 82. in campbell with 85. the peninsula has the low clouds and fog and mid-60s at the coast. 77 redwood city, as well as palo alto. we will see things brighten up. it will stay rather gray throughout the morning hours in daly city, then 62. 81 in calistoga. 60s beaches and all way up to mid-90s. and upper 70s as you head down toward fremont and out over the hills. we've got some warm temperatures here with 88 in pittsburgh. how about 85 today in dublin

with 87 livermore. and walnut creek coming in at 86. some sun in santa cruz at 72 this afternoon. so the accuweather seven-day forecast, we will see a few more high and mid-level clouds, especially tomorrow. then you will notice we have the dose of morning low clouds, afternoon sun with not much of a change in our temperature profile. 60s coast, near 90 inland. >> that fog, though, has been pretty sub born. >> very persistent. it's going stay that way. >> thank you, lisa. let's check out sports. this evening the giants will try to rebound from last night's disappointing loss in cincinnati. madison bumgarner will make the start. last night world series hero, edgar renteria, hit a walk off single for the reds, to beat his old team. larry beil has the highlights in this morning's sports. >> good morning, everybody. the giants are in cincinnati weekend. the giants were done in by one of their own. world series mvp edgar renteria.

here's the clock as it ticks away to tuesday's deadline, showing there is little time left to get a bill through both houses of congress and signed by the president. and based on what we see and hear in public from the leaders of both parties, a compromise by tuesday seems impossible. but even now the president says progress is being made. >> and i have to say democrats in congress and some senate republicans have been listening and have shown themselves willing to make compromises to solve the crisis. now all. us, including the republicans in the house of representatives, need to demonstrate the same kind of responsibility that the american people show everyday. the time for putting party first is over. the time for compromise on behalf of the american people is now. he says both parties roughly agree on how much spend to go cut to reduce the deficit, and he said both parties agree on a process for tax and entitlement reforms.

if an agreement is not reached, experts say the economy is at risk of slipping into another recession. a default would push up interest rates from mortgages to auto loans from credit cards. it would also stop unemployment checks. and that's just the beginning of the bad news. capitol correspondent nanette explains. >> the state's employment development department was race to go put together letters to $1.2 million californians receiving unemployment checks, notifying them their money may stop coming if the debt crisis isn't resolved by tuesday. the benefits would abruptly stop because the program has been running on federal loans since january, 2009. >> we don't have a reserve in our unemployment trust fund and it's about $8.5 billion in the hole right now. we don't have that kind of backing to be able to pay those payments right now. >> robert guerrero could be hit

with a double whammy. he collects social security because of his age and unemployment after losing his part-time job. it's possible he wouldn't get either as the feds will have to prioritize what gets paid. >> i might end up in the soup line like they did in the depression days. i don't know. i just know it's going to be bad. >> besides unemployment checks, public schools are worried they won't be able to provide the federally-fund free lunches anymore. sometimes it's the only hot meal low income kids get. the 18 cents a gallon in federal gas tax that goes to highway and federal transportation projects would be put on hold in california, jeopardizing thousands of jobs. the scenario seems familiar. >> we've been through scary times in california. as you know, in 2009 we were very much on the edge with a $42 billion deficit. we got it done. they have got to get it done in washington d.c.. >> but the clock is ticking and so many lives are on the line. >> the politicians aren't even thinking about that or don't

40 miles an hour. caltran and the chp will determine in a few weeks whether drivers ever getting the message and whether the extra patrols need to stay on the bridge. the love of everything garlic is expected to draw more than 100,000 garlic lovers to gilroy's christmas hill park this weekend. the 33rd annual garlic festival is today and tomorrow from ten to seven. at 10:00 this morning ate she was from all over the country will participate in the finals of the great garlic cook-off. the chp recommend drivers should plan to leave early and come home late because highway 101 becomes gridlocked during festival hours. certainly have experienced that, and lisa is here to tell you about the weather there. it's usually very hot. >> not this year. in fact, you see increasing clouds, especially more clouds tomorrow. today we are looking at thunderstorms out of the bay area, mainly in the sierra nevada right now. clouds moving in across the bay.

>> diego riviera was a 20th century artist known for his mural. one is planning to be moved. it has been without a proper home since 1940. >> this is diego riviera largest-standing mural crammed inside this arts theatre at city college. it was never intended to live here n1940 the plan was to build a library big enough to house the mural. then came world war ii.

>> you couldn't get concrete, you couldn't get steal, so finally when city college did put up a library it was a multi-use place. there was more need for classrooms so there wasn't anything large enough. this is 22 feet high by 74 feet long. it does take up a little bit of wall space. >> that's nearly as long as a tennis court. in 1940 the president of city college and well-known architect timothy fluger convinced him to come to california to participate in the national competition on treasure island. it took him only four months to complete the fresco, no one as the pan-american mural. >> he was paid $1,000 a month for living expenses and $1,000 travel. but the mural itself is his gift to city college. >> the mural is a fusion between the great past contributions of latin america and later north

america's technological invasions. a panorama of the city covers a significant portion of the mural. is ex-wife is prominently shown, even though diego is behind her holding another woman's hand. despite the brief love affair, they later remarried at san francisco's city hall. for more than 20 years the ten-panel mural was stored in crate until it was installed in a small theatre. as a result, very little is known about it. >> nobody had ever been able to get in here and study and and therefore nobody had written anything about it. >> they are working on a relocation mural. it's called the diego rivera project got the attention of the mexican government. a few weeks ago a panel of experts arrived to examine the mural and see how it could be transferred. >> it has to be very well

protected so during the movement it doesn't get damaged and that's what the mexican experts are experts on. >> each panel is already securely fastened to steal frames. here's what the back of the mural looks like. while talks are underway to move the mural, the place that would house it has yet to be built. this is a proposed site behind me, a parking lot here at city college. this is what the building would look like. bergmann and manes reached out to a philanthropist. she and her husband put together a committee called the friends of the diego rivera murals. >> we want to make sure the money is coming from friends of diego, that it would not interfere with money that would have to do with other programs or education. this is outside money we want to provide the college to be able to do this. >> they will have to rely on deep pockets and donations from the public. there are three other diego

rivera hurls in the bay area, one at san francisco's city club, a second at the art institute, and another at uc berkeley. many believe the mural at city college should have a home worthy of its stature. in san francisco, abc7 news. >> good reporting, leeann. and lisa is here with good reporting about, well, let's not bury the lead. you said thunderstorms. >> right. >> that's what caught my attention. >> mainly in the south bay, and that's tomorrow. today if you are headed to the mountains you could see some of that activity. so a couple of different systems affecting different areas of the bay area. mount tam bathed in the low and high clouds with the marine layer at 2,000 feet. closer to home we are looking at more cloud cover and a burn-off by about mid-afternoon with that sea breeze picking up throughout the day today. we will look at temperatures in

the upper 50s this morning with some low 60s out will there. 62 redwood city. 60 san jose, and pretty gusty winds up by the delta. we have looking at that persistent marine layer throughout the next couple of days. and that will keep the temperatures once again below normal as an upper level trough heads our way on monday. but before that we've got the coastal fog that's going to clear back to the coast. we will see mild temperatures around the bay. the warming, yeah, pretty much confined to our east bay valleys and we will see high clouds heading in not only today, but mainly tomorrow. here's a look at the temperature profile. you will notice that a few 80s wanted to make their way or more likely mid-80s into the east bay and some 90s. central valley, more 60s and 70s around the bay and more afternoon sun for san francisco and the coast. but we will be look at some tropical moisture not only affecting the sierra nevada, but

also southern portions of the viewing area. if you are headed to the mountains keep that in mind. we saw afternoon thunderstorms yesterday. that will be the case again today and tomorrow. the national weather service issued a flash flood watch in the southern sierra from yosemite on south. the possibility is likely there, and the same system allowing to pull up some moisture into southern california is going to move as far south or move as far north here as up through salinas. the slight chance of showers and thunderstorms heads our attempt. you will notice some of the high and mid-level clouds associated with all that moisture. so you can see the spine of the sierra, some wet weather. low 80s in the northern sierra. we've got some 90s but it's really been some tempered heat throughout much of the sack minnesota toe valley this summer. it continues throughout the weekend with numbers back home here once again below normal with upper 70s sunyvale. san jose should see highs in the

a new study has found a possible method for reducing the odds of developing diabetes. the ucla study suggests maintaining fitness and building muscle mass may play a roll in getting the disease. for each ten% increase in muscle mass there there was a correspog 11% reduction in insulin resistance and 10% increase in prediabetes. the american diabetic association said 79 million people in the u.s. have prediabetes, which means their glad glucose levels are higher than normal but not yet in the diabetic range. every year thousands of babies are born with small congenital defects that alter the appearance of their ears. but now a bay area hospital is introducing a simple device that can transform the shape of a newborn's ear without surgery. health and science reporter carolyn johnson has the details. >> if you are a newborn like lucas, you are going to inherit

a few family traits. maybe your mother's eyes or your uncle's chin or just maybe your father's ears. >> mine are a little more pointy, like elf ears, but he definitely seems to have inherited pop's and grandpa's ears a little bit. >> in lucas straight it resulted in more of a flop. a condition that left the tops of his ears foaled over. not a huge problem, but still. >> so i asked my husband and he said, oh, when i was young all of my friends made fun of me. >> we see abnormalities of the ear cartilage when children are born. >> he was referred to a plastic surgeon at stanford. he recommended a new device called the ear well, which he said can correct abnormalities ranking from mild to severe. first customizable fittings are made in this housing, which is placed over the ear. >> what we're able to do, we are

able to shape the cartilage and mold the cartilage to a much more normal appearance. >> he said the key is the device must be placed in the first few months of life, the stage when the cartilage in a newborn's ear is still soft and malleable. >> we learned we can do it very effectively within the first two to three months of life. so it's very critical that we start the treatment on very early. >> as the child grows, the cartilage thickens and the change becomes permanent. >> after two weeks it was easy and then time goes fast. >> since no surgery is involved, there are no scars, meaning lucas might never notice his subtle transformation unless somebody pulls out his baby album. abc7 news. >> surgeons they said have long had the ability to mold infant ears but the process required them to build a custom mold for each case. the new system is fda approved
